The National Weather Service in Binghamton has issued a Flash Flood Warning for Southwestern Broome County in central New York, and Central Susquehanna County in northeastern Pennsylvania until 1:45 p.m.

This warning comes as Doppler radar at 7:52 a.m. indicated heavy rainfall across the warned area. Reports suggest that between 1 and 1.5 inches of rain have already fallen, with more heavy rain expected throughout the day. As a result, flash flooding is either ongoing or anticipated to start shortly.

The primary hazard associated with this warning is flash flooding caused by heavy rain. The potential impact includes flash flooding of small creeks and streams, urban areas, highways, streets, underpasses, and other areas with poor drainage and low-lying spots.

Some of the locations expected to experience flash flooding include Binghamton, Johnson City, Endicott, Montrose, Greater Binghamton Airport, Vestal, Kirkwood, Conklin, Springville, Hallstead, New Milford, Great Bend, Hop Bottom, Friendsville, Brackney, Vestal Center, Chenango Bridge, Endwell, Sanitaria Springs, and Chenango Forks.

Residents in these areas are advised to exercise caution and follow safety instructions. It is important to turn around and not cross flooded roads, as statistics show that most flood-related deaths occur in vehicles. In hilly terrains, low water crossings pose a heightened risk during heavy rain, therefore, it is strongly advised to avoid attempting to cross flooded roads and to seek alternate routes when necessary.
