The owner of a Binghamton building has been put on notice after city officials say an illegal after-hours nightclub was operating at the site.

Mayor Jared Kraham said a lockdown warning has been issued because of trouble that's been reported at 333 Clinton Street in the First Ward.

Omar Boone, a West Side resident, in November told WNBF News he had acquired the property.

Records show the site has been owned by Outstanding Services 5 LLC of Binghamton since 2023.

Kraham said a "warning of public nuisance" has been sent to Boone indicating there is evidence of neighborhood disturbances and code violations at the site.

The mayor said police were sent to investigate a reported stabbing in the area of the property before 5 a.m. November 8. He said a party was taking place inside the building at the time.

Kraham said since then, there have disturbances linked to the location, along with noise and zoning code violations.

The mayor said the city has a "zero-tolerance policy for illegal after-hours clubs." He said if the illegal activity at the Clinton Street building doesn't stop, "we'll use every available resource to shut it down."

Boone - the property owner - in late November told WNBF News he was not aware that after-hours events at the building were being promoted. That was after Kraham noted that two events - a "Sexy Masquerade" and a "SantaCon After-Party" were being advertised online.

Boone said a promoter had told him she would use the site for a "private party." The online notices for the events indicated doors would open at 3 a.m.

If the owner doesn't take action following the lockdown notice, the the mayor could order the property closed for up to 12 months.

A man who answered Boone's phone Tuesday afternoon hung up after a reporter identified himself. He did not return a message seeking comment for this story.
